Le capitaine Tom Rowland est à Istanbul pour une mission de premier ordre : livrer aux forces américaines une valise qui contient du LSD. Malheureusement, Les Trois chiens verts, une organisation criminelle, se lance à sa poursuite.

Figure majeure de l’Eurospy (films d’espionnages européens des années 60 et 70 produits suite au succès des James Bond) aux côtés des Coplan et autres OSS 117, le Commissaire X est une saga de 7 films. Poursuites, bagarres, trahisons et bons mots s’enchaînent dans cet exotique quatrième opus co-réalisé par Rodolf Zehetgruber et Gianfranco Parolini, spécialiste des péplums (Hercule se déchaîne) et des westerns transalpins (Sabata, Sartana).
